I have developed a console program, using Compaq Visual Fortran version 6.6B.
It works fine in Windows Xp, but in Windows ME, the Windows ME console window is too small (rows), to show all of my rows. There is no scroll bar on the console window. Dragging the bottom of the window down, simply increases the font size, to maintain the same number of rows. Changine the DOS window properties, does not stick.
Does anyone know how to deal with this goof-ball problem with Windows ME?

I've never used Windows ME, but it sounds like Windows 98 acts similarly. I opened a DOS window in Windows 98 and changed its properties to have the window be 50 lines long. When I dismiss the MS-DOS Prompt Properties window I got a prompt asking me if I wanted the changes to apply to just the open DOS window or all DOS windows. I chose the latter, and my DOS windows have all the features I want every time I open them.
