how to compile SPEPc using --with-64-bit-indices=1 (8 byte integers (long long) for indexing in vectors.) in ubuntu 18.04 using ifort

PETS is compiled using ./configure --with-64-bit-indices --with-fortran-datatypes --with-cc=mpiicc --with-cxx=mpiicpc --with-fc=mpiifort –with-blas-lapack-dir=$MKLROOT/lib/intel64/
