If one purchases a new version (10.0 or 10.1) of the Intel visual fortran compiler for windows, is it possible to download or obtain an earlier version (e.g., 9.1) form Intel? Would there be any cost for an earlier version?

Your license covers use of any released version of Intel Fortran. Your support account gives you ability to download previous versions, specifically including 9.1.

As Tim says, your license includes the right to run older versions of the Intel compiler. We have many older versions available for download through the Intel Registration Center - when you open the page for the current product, you'll find a dropdown box that allows you to select an older version. If you need a version not shown there, and have a really good reason for wanting it, contact Intel Premier Support.
You will have to use the option in the Intel Registration Center to register your serial number and have it email you a license file. The older versions generally won't recognize a newer serial number.
