Take out a current non-commercial copy of ifort; the license file should work with the older one as well. Any more recent version is likely better than 9.0 anyway.

I have the same problem.
I am trying to install ifort 9 using the current license file.
This tip works for ifort 10 but not for 9.
What should I try?
