intel redistributable installer slow to run

A user just reported that the intel redistributable installer was very slow to run for him.  His computer seemed to hang for what must have been the better part of a minute or so before it got going.  Does that indicate some sort of problem?  The installer is being run from an NSIS install script.  When I run the script myself in a virgin OS, it runs fine.  The specific file is w_fcompxe_redist_ia32_2013.5.198.msi.

A related question:  If the user's installed redistributable package is newer than that used to build a console program he is trying to run, is that a problem?
