libirc.lib re-structured in ifl8.1?

I just upgraded from version 8.0 to 8.1 and I am now getting unresolved symbols; StackWalk, SymCleanup, and SymInitialize. These appear to be referenced from the new version of libirc.lib. Where are these located? What additional libraries should be linked in to resolve these references?

I did a complete installation of v8.1, and I do not have that file. How do I obtain it?

It comes with MSVC.NET, part of the Platform SDK.
