GPA install error

I want to install GPA on windows 11, but get this error.

Last message in the setup-dialog was "Creating folders"

Had run the setup in PowerShell as admin.

Any idea?

SOLVED: cmd-line as administrator:

net localgroup /add "Authenticated Users"
