granted administrator rights, allowed file modification, all to no avail

Probably another application is using that dll, so GPA can't access it. Try closing other applications. That dll is part of the Visual C++ Redistributable Packages install run-time components. So close Visual Studio and any related app, and try installing GPA again.


You might even want to check your task manager to make sure no VS processes are running.
