Which Quartus version and which Operating System that you are using to install?
Do you able to create a new project with Arria II devices?
Have you try to uninstall and reinstall the Quartus? You may try to install with the complete tar file.
p.s. Recommend to install the latest supported Quartus version.

Are you referring to the Intel FPGA Dev Cloud? I am not familiar with this as I do not have the access to it and this seem to be under FPGA university program.
Could you go to "Request Intel® Developer Cloud Beta User Support" > Request Support @ https://www.intel.com/content/www/us/en/developer/tools/devcloud/services.html
to file an IT ticket on the issue that you are facing?
I also saw a similar post in reddit with similar issue at reddit. Is this the same issue that you are facing?

Add-on, double check if the license is valid as well. Though I am not sure if the environment is the same with Intel Dev Cloud.
