Problem description:
PROBLEM FAILURE PHENOMENON: ICT test BGA open circuit, FT test can not write
Number of failures: 32 pcs
Defective rate: 32/1200 = 2.67%
Without any problem from exterior,X-ray and decap, but this IC chip can not programme.
Is it a new and original part?

Meanwhile for the faulty device, have you tried to do swapping with known good device? Also you mentioned that FCT write and test is failing, any idea which pin is failing? Also, do you have the signal waveform that showing differences between failure and success?
