C-State Configuration

Good day,
I'd like to configure C-States in one of our experimental OS's; we have a custom bootloader in which I'm trying to useMSR_PKG_CST_CONFIG_CONTROL (0x2E) (Table B-10).
Writing to that MSR causes an instant reboot. I do see that the CFG Lock bit 15 is set.
Is there some way to clear that bit and reconfigure C-States after the BIOS?
One engineer at ASUS mentioned that there might be a MSR to open the configuration space.
We are using ASUS P67 boards with i5 SandyBridge.
