Cant get any SDE to run

Hello. I must be doing something wrong, because I can't get the SDE to run at all. I extracted the folder to my desktop with 7zip, but when I clicked the SDE.exe it said "VCRUNTIME 140.dll was not found," even though my Windows is fully updated. I manually downloaded the dll file and put it in the SDE folder and after this it loads for a half second then closes.

Is it permissions issue, maybe? Did i extract it wrong? I reinstalled Windows several times trying to get this to work, but no luck. I must be making a silly mistake somewhere. Is there a kind gentleman who can help me out?

1. what is the sde version you are using?

2. Did it work in previous versions or this is the first time you are using sde?

 

Most likely you did not extract sde correctly on your computer.

please try to extract again to a different directory
