Xeon Gold 6138 processor to run AVX instructions

Can you enable Intel Xeon Gold 6138 processor to run AVX instructions?
Attempting to run the Google Python TensorFlow package of 1.9 -doesn't work tensorFlow 1.5 does (doesn't require AVX instructions)

The Xeon Gold 6138 processor supports SSE, AVX, AVX2, and AVX512 instruction sets.  Operating system software can interfere with this support in a few obscure ways, but the hardware will run almost all of Intel's instruction sets and extensions.
