v5.2. After integration we are planning to update the IPP library version to 7. But for current development we need v5.2. Is it ok if I buy license for v7 and use it for v5.2?

Simple answer is 'Yes', If you have purchased a copy of the Intel IPP 7.0library, and your license is registered, current and valid, you can download updated versions of the library by visiting the Intel registration center. Only those versions of the library covered by the terms of your license are available to you for download. If you need help downloading an older version of the IPP library (or any Intel software development product), please read this article.
