How do I get access to the cryptography library for 5.0?

The cryptography library is not listed in my file downloads. I did read some comment that I had to register it first, but I don't have a serial to register 5.0. I do have a serial for 4.x that I got when I bought it, but I can't use the same serial to register 5.0.

Dear Customer,

Due to the export control policy, with the IPP 5.0 release, it requires a separate registration for cryptography for Intel IPP.

Please go to this web site http://www.intel.com/cd/software/products/asmo-na/eng/perflib/ipp/238683.htmfor detailed instructions.

Here are the steps you can follow:

1. Purchase Intel IPP 5.0 for Windows* or Linux*, or obtain an evaluation copy.
(Please note, if you purchased a CD-ROM version of Intel IPP for Windows or Linux, please be sure to
register your product.)

2. Request theCryptography for Intel IPPhere.

3. An email will be sent to notifyyouthat your request is approved or declined.

4. Follow the instructions givenin theemail and download the Cryptography for IPPpackage via Intel Premier Support.

I have sent a few requests for the cryptography library, but received neither approval nor decline for them. How long does it usually take to process the request? Are there any constraints on its usage for citizens of Russia?
