How to add default scaling matrices in H264Encoder?

IntelH264Encoder does not supportdefault scaling matrices. It seems that flat matrices are always used.

In the SetSequenceParameters method, some code of copying default scaling matrices are present. When we pass the 4x4default scaling matrices to EncodeChroma and Encode4x4IntraBlock, the decoded images are corrupted.

Can anyone give help on this issue? Thanks.
