How to encode audio and video into an MPEG-2

Are there are any examples of creatintg MPEG-2 or MPEG-4 with video and audio ?
I have downloaded the samples, and the Audio and video are seperate, I would like to create a console application that accepts raw bitmaps of some type and allow me to attach audio to those MPEG created streams.
