IPP Runtime Install Fails on German Language Version of XP

I am trying to use the setup.exe provided in the folder tools untime to install IPP onto a German language Windows XP system. The installs fails with no error message. Does any one know what's happening and/or how to install on non-english language computers?

Which version of IPP did you install?
How about the English version of OS? Is there a problem too?
