Image Resizing Probem

Hi

I am implementing the DShow based videoResizing filter problem is i get the balck like wave if there is motion in vide on certain resolution like

Input Image is 720 x 576 RGB24

If i want tomake 360 x 288 with xfactor =0.5 , yfactor=0.5 works perfect

if i make the size 540 x 432 with xfactor =0.75 , yfactor=0.75i get the balck waveif there is motion invideo

Whats could be the reson of this...?
