MPEG4 blocky result

Hi,

I am using IPP.5.1. When the quantizer value is between 1 and 6, the result is fine. But when the value is 7 and higher, the result file is become blocky. Don't you think that value 7 should result a good quality, or this is normal in MPEG-4? Do you have any idea to fix this problem?
