MPEG4 encoder --variable time increment

Hi there,

I would like to implement variable time increments with MPEG4 encoder.I see that fixed VOP rate and fixed time increment is hard coded in the IPP samples for MPEG$, is there any way to enable such that it can use variable time increment.
