MPEG4 encoding - exceeding maxvideopacket length causes picture blurring ?

Hi there,

I am trying to encode a picture using the "UMC::MPEG4 encoder". My

bitrate : 384000 ( 384 kbps)

Ratecontrol : 1

MaxVideopacketlength : 9600 bits

I am not using data partitioning so the above max video packet length can be more than 8192 bits as specified in the standard.

I am using Simple profile Level 3

The above scenarioresults in thenumber of encoded bits to exceed the max Video packet length and thus multiple resync markers being added when a VOP is encoded.

IdeallyI imagine that the above shouldn't affect the picture quality, the only thing the above accomplishes is that the macroblocks in different video packets are independent of each other for motion estimation.

But, the above creates a complete blur in the picture in the areas where there is a lot of motion.

Is this expected behavior, if so how can I fix it or what am I doing wrong ?

Please find an attached movie with the artifacts. The scene is of anews reader , the motion areas are completely blurred..
