Some question to sample code of H264

I compiled the sample code of H264 provided for IPP.

And I any questions in the sample code.

1. struct H264PicParamSet in umc_h264_h264_pub.h,

What is mean of variable 'slice_group_change_rate' ?

2. In standardization document, the SEI message is defined.

But, I couldn't SEI in IPP.

Is there no SEI component in IPP sample code?

What is mean of slice_group_chan_rate ? I coudn't understand this mean.

Just the number of map units of slice group 0?

And, what isslice_group_change_cycle ?

in standard, the slice group 0is defined by the multiple of these variable.

Why the size of slice group 0 is defined by this equation?
