Where can i get good documentation of the
"Integrated Performance Primitives 5.3 Code Samples"

The Intel IPP samples contain various sub-sample groups for IPP domains, the documents such as read me, manuals and release nots are included in each sample folder.

So you may install the IPP samples first to your local systems and then find the readme or other documents for further reference.

I browsed through the folders and found readme files and html files.
Those files are helpful to compile the code and setting the parameters for running the code.
I am trying to work with the code.
I am trying to implement new filters for the video encoder. I am looking for a detailed software manual which can give complete description of the code.
Is there a document which gives the design of various functions/modules and implementation details for the same.

You probably looking for UMC users manual which is available as a part of audio-video-codecs sample.
