Why the very first I_PICTURE frame in video file can not be extracted?

VideoDecoder GetFrame always returns UMC::UMC_ERR_NOT_ENOUGH_DATA?

Any video file I tested skips first frame as not enough data. I will look into the threads you added, thank you.
