decode H264 stream without IDR

Is it possible to decode a H264 stream without IDR frames? Actually the IDR frame appears only at the start of the video and never again. So when the playing not starts from the begining, I can't decode the stream correctly. I found a comment about matroska on the internet:
mkvmerge: bug fix: Added support for handling SEI NALUs in
AVC/h.264 elementary streams so that "key frames" can be detected
even if no IDR slices are present.
Is this possible with IPP? Or is there any solution for this problem?
