Hi!
Clear a situation, please.
Reconstruct functions of IPP library 5.1 (such as ippiReconstructChromaInter4x4MB_H264_16s8u_P2R, ippiReconstructLumaInter8x8MB_H264_16s8u_C1R and etc.) support a lossless compression mode?

Yes, this mode is supported starting from IPP v5.1
