ippiDilate/ErodeBorder documentation issue

Hi,

API documentation for the ippiDilateBorder and the ippiErodeBorder functions specifies only two allowed border types (ippBorderRepl and ippBorderInMem), but takes also a border value parameter for the ippBorderConst border type.  It seems it ippBorderConst should be added to the list of possible values of the borderType parameter.

thanks for the heads up, I checked the documents and found that some has and some doesn't.

Will escalate the fixes.
