mpeg4 video decoding

I have a raw mpeg4 video file included vo, vol and vop header file.
i want to have each frame decoded.

To encode each frame, how can i get the size of each frame encoded.
should i calculate the size of a frame directly?

That's a bit not clear do you want to decoder or encode?
