There are h.263 decode samples.
Do you have the h.263 encode sample?
even information suggest is helpful.

Hi,

you can use MPEG4 encoder sample to generate H263 bitstream. The only thing you need is to set the right parameters in .PAR file (for example short_video_header = 1). Please connect with Technical Support team for details.
