I know that if i buy a Intel Cluster Studio with a two user floating licence,
only two people would be able to compile their MPI codes simultaneously.
What i want to know is,
1) How many users can execute their MPI jobs simultaneously?
2) If i have codes compiled with Intel C compiler from the same cluster studio, how many people can execute their simultaneously?

There's no application run-time checking against floating license limit, if the applications were previously linked under the limitations set by the license.

Would any number of users be able to run their MPI binaries simultaneously?

Yes, any number of users (as long as your system has sufficient resources) can run the binaries simultaneously. The licensing restrictions are on the development end, not the runtime end.
