Why do we need chipset in Quick Sync and Quick Assist?

Quick Sync and Quick Assist needs respective chipset to work. I have worked with Intel Quick Sync. While working with that, I found the video conversion is running in Intel HD Graphic card. Then why do we need C226 chipset? What is the need of the chipset actually?
