Hi, I would like to know whether or not I can use Intel Optane memory on one of two storage devices, in which that storage device is not my boot drive. In other words, if I install windows on my SSD for quicker bootup, could I connect optane to my HDD?

I read somewhere that this isn't possible, but I can't remember where I saw that, and I don't know if there's been any advancements.

Yes, you can use optane for your HDD, and keep the ssd for your windows os.
