We understand you need to install, our Intel Optane Memory in your Dell* Optiplex 7470 All-In-One (AIO) computer.
Intel does not provide a thermal pad with the Intel® Optane™ Memory module, please refer to this article:

As for the image capture provided, it seems Dell* requires to install a thermal pad, please find the information in this Dell* site link: https://www.dell.com/support/manuals/us/en/04/optiplex-7470-aio/opti7470_service_manual/installing-the-intel-optane-card?guid=guid-b8ecc7be-5d71-4885-b5e1-ecad820750c1&lang=en-us; to download the Dell* OptiPlex 7470 All-in-One Service Manual, please refer to this link: https://topics-cdn.dell.com/pdf/optiplex-7470-aio_owners-manual2_en-us.pdf; installation information can be found in page 30, under “Installing the Intel Optane card”. Dell* has stated clearly, that for their Optiplex 7470 AIO, Intel Optane Modules must be installed with a thermal pad.
