SetupOptaneMemory has nothing to do with the problem of getting to 1903.
First, make a backup of your system, just in case.
Download and install the latest RST: https://downloadcenter.intel.com/download/28966/Intel-Rapid-Storage-Technology-Intel-RST-User-Interface-and-Driver?product=55005
Then, go to windows/system32/drivers and rename iastora.sys to iastora.tmp.
Then, do the upgrade to 1903.
