AEP package sparing

in the AEP Spec, there is Package Sparing Policy.

I have read that explanation, but I don't know how to use it.

could you offer me more information?

this Spec is Apache Pass Firmware Interface Specification, Rev: 1.7, Build: 1.0.0.4595. Doc. NO.:556488.

I amn't sure it is OK to post the content of Spec in public.
