I have installed the drive per instructions and downloaded the NVMe driver. The SSD shows under device controllers as Optane 900p and in storage drives as NVMe Intel SSDPED1D28. The SSD toolbox recognizes the drive and it is listed in BIOS as a bootable device (even though I will not use it for one). However, the drive does not show up in This PC under Devices and Drives. I can not access it.
I do see this in the events tab of the NVMe Intel SSDPED1D28:
Device SCSI\Disk&Ven_NVMe&Prod_INTEL_SSDPED1D28\5&2d6c55e7&0&000000 could not be migrated.

Nevermind. Disk management was the answer.
