Hi,
I use to work with ALTPLL in Cyclone 4 to generate special frequency for our design.
We switched to cyclone 5 gx, and i don't see any more ALTPLL available.
One that available "PLL Intel FPGA IP" not same as ALT PLL.
What i am doing wrong?

Based on the user guide, the Altera PLL IP core supports Cyclone® V device family. Refer here: https://www.intel.com/content/www/us/en/docs/programmable/683359/17-0/device-family-support.html
May I know which Quartus version are you using for the design?

I am using 18.2 version.
Just now i found out that when i use this IP in side my SOC it works fine. I was able to instantiate and configure based on our needs.
