There is a known issue with 13.0 AOC compilation:
When running AOC to compile an OpenCL program file within a directory that contains spaces somewhere in the name, you will get an invalid argument error. In windows this always produces the above error, and on Linux the behavior is a bit more strange. You may get no files, or a new directory created with question marks in the name where the spaces were in the original directory name. For now, Altera OpenCL users will have to build in directories whose names exclude any spaces.Link Copied

That's correct, we are tracking this and I hope that it will be addressed in a future release.
