CONF_DONE pin failed to go high in Device 1

Hello, everyone!

This error has been put forward several times. I have read the solutions carefully. But I still cannot solve the problem.

I'm using the Stratix IV development kit, and the hardware is working well, cause I can run some programs very well. But every time, I use SOPC to create a niosII processor, at the end of downloading sof file, the error occurs.

Can anyone help me solving the problem? I've worked on that for days.

PS: I'm using Quartus II v9.1 sp2. I've tried the 'triple_speed_ethernet_design' example in the niosIIeds folder. When I download the tserd_4sgx230.sof file into the fpga, the error occurs at about 98%.
