I've purchased a Terasic Cyclone V GX Starter Kit with the intention of using it as a compute device for experimenting with OpenCL. Unfortunately, it appears that I should have gone for the SoC series instead as there are no BSPs from Terasic for FPGA only boards. Is it possible to use FPGA only boards with a high speed bus (e.g PCI-e) connecting it to a CPU?

Of course it's possible. Just look at the DE5-Net from the same vendor.
I would look into trading your board for one that has an OpenCL BSP.
