Creation of jic file for qspi with signed factory and user rbf

We are adding authentication to a design that uses a jic file to program a QSPI with two pages containing factory and user images.  We use Programming File Generator to create the jic. The original (before authentication) jic file used sof input files for both factory and user.  I can successfully replace the user file with a signed rbf, but if I change the factory image from sof to rbf I get a missing boot info error. 

If I only have one (i.e. factory) page, then the signed rbf works. It's only when I have multiple pages/images that the missing boot info error occurs. What is the solution to create signed factory and user images? i.e. how do I fill in the missing boot info?
