Error Requesting License from Legacy License Generator Webpage

I am trying to get download a license for Maxplus-II baseline legacy software (from the webpage (https://www.altera.com/support/support-resources/download/licensing/lic-choose.html)). After I enter my host ID and email address, I get an error message (see attached). I believe this is the same procedure I have used to request a license for the last 10+ years (except for the fact that the page gets harder to find as newer tools are developed). 

 Any idea what could be causing this? Has anyone recently had success getting legacy license?

i think you can request the license here instead of using legacy generator:
