First (and this goes out to anyone submitting reports like this) is provide as much info as you can about
your system setup and what you were doing. Without that info few if any constructive comments can
be given. The first questions will always be your system config/version, quartus version, and device.
So what version of OS are you using? Be specific.
Version of quartus you stated, so good there.
What device are you compiling for?
Without any other info my only suggestion would be to do an uninstall/reinstall of Quartus and device support and retry.

You should also try to recapitulate how you got there. Did compilation work before and started to fail after a certain step? Besides possible corruption of Quartus installation or design database, it can be also an erroneous or at least unsupported code construct.

"i am running on parallels using MacBook m3..."
"i have this error what do i do?"
I thought as much. I don't believe Intel/Altera officially supports their latest code running in emulation on Apple ARM Macs,
much less running legacy code.
I would suggest finding a real Windows 10 based X86 PC. I use it all the time with 13.0sp1 for CycloneII. Works fine.
