How to generate programming files for free

Hello, 

 Can someone explain me how to complete a project (Generate programing files for the CycloneII) withouty buying expensive software.   I downloaded 2 free tools from Altera Website. -Quartus II Web Edition -Quartus II 30 day evaluation   The Evaluation version have nice reports ans many tools included but cannot generate the programming files of the project , as indicated by the message "The Evaluation Licence does not allow generating assembler files"   The Web edition of quartus, Seems , for me , not presenting any report during compilation, and do not display many message. There is a message saying "Compilation success" , but never any programming files are generated.     THANK

The web edition should produce everything, but it is limited to the smaller devices. 

Otherwise you have no choice but to pay up.

 It is for CycloneII.   It seems that i have the error : Error (316008): Selected feature of TimeQuest Timing Analyzer is not available with your current license, or license does not exist  Can i remove TimeQuest analysis step from the compile design flow.   Thank

CYCLONE: this problem comes up every now and then, but i can't remember the specific resolution. try searching old forum threads

to clarify, this is not the expected behavior of Quartus, but some kind of bug (or maybe user error?)
