Hello YY,

In Quartus Pro 19.3 onwards the Intel public key is shipped as part of the Quartus install in ../common/misc/public_keys directory.

You may refer here for encryption steps: https://www.intel.com/content/www/us/en/docs/programmable/683102/21-3/support-for-the-ieee-1735-encryption.html

Hi, Must it be Quartus Pro?  I did not find the public key in the  altera/quartus/22.1_lite/quartus/common/misc directory.

Yes, only the Pro edition supports IEEE-1735 encryption.
