How to build neural network in FPGA ALTERA Cyclone II in Quartus by using C++ ??

ehm, what are you trying to achieve? Using C/C++ to code for FPGAs will need code converters/generators that can translate between C++ and a HDL. Maybe you are better off learning (System)Verilog or VHDL.
