So I have a cyclone starter kit and downloaded the newest Quartus 2 software bundle. I then tried to open the Quartus project mentioned in this tutorial (I tried using the full URL but can't with no posts. So you'll just have to google for this file): 

 

tt_nios2_hardware_tutorial.pdf 

 

I get an error that "Error (20005): A license file is required to enable compilation of your design for the Cyclone family of devices"  

 

Shouldn't the Cyclone core be part of the OpenCore system? Shouldn't I be able to use it in the simulator and on the board while it is attached to the PC? Am I missing something here?

this looks like a bug or installation problem 

 

what version are you using?
