PS mode compressed RBF configuration fail

I have 2 cyclone III chip on my board, use MCU , PS mode configration, and I use image convert tool convert 2 ".sof" file into one ".rbf" file. when I use uncompressed mode, the FPGA config correct and every thing work fine, but when I use compressed image mode, the FPGA config fail, "onfig done" pin be low during data download . 

I tried a lot of times, things always be like above, is there have somebody can help me? 

my software version is QII 9.0

PS configuration with compressed bitstreams generally works with Quartus V9.0. It may be the case, that you don't keep all requirements for PS download (e.g. additional clocks after configuration data), but the problem only arises with compression. Did you also try to generate the *.rbf file during compilation?
