try deleting the db and incremental_db directories.

I had recently a similar crash with quartus_map.exe . The source of that problem was that the message suppression file (.srf) was not compatible with the previous version of Quartus. Deleting the file, fixed the problem. That was however Quartus 12.1, so it may be a different problem.
